Avondale’s COVID-19 Recovery Plan highlights phased approach to reopening

With Governor Ducey’s stay home order lifted, the City of Avondale has been working on a phased approach to reopening city facilities and amenities.  

Since the Governor’s first Executive Order issued on March 11, there have been no interruption to City of Avondale core services, including police, fire-medical, water, sanitation services, streets, and code compliance. Some facilities were restricted or closed to the public. Avondale has already begun the process of recovery and reopening those facilities and reinitiating services that were placed on hold, in phases. Each phase will consider the current guidance being provided at the federal and state levels and is subject to change based on that guidance.

In all phases, special consideration has been given to increased sanitation, health safety protocols as suggested by CDC guidelines.  Online services and telephonic business are still strongly encouraged. Visit  for our menu of online services or call 623-333-1000. 

 Avondale’s Recovery Plan Phases and dates* are as follows.  

  • Phase 1 - June 1, 2020  City Hall and other city facilities open to public, with some modified operations.
  • Phase 2  - July 1, 2020*, most services will return to regular internal and external operations.  (REVISED 6/17/2020 - This Phase has been reassigned to AUG 10, 2020)
  • Phase 3  - Aug/September 2020*, the Senior Center operations, and citywide Special Events resume with adherence to public health guidelines.

*Tentative - Implementation of plan determined based on progress of prior phases.

During this first phase, June 1, 2020,  City Hall will resume normal operation hours, which is 7-6p.m., Monday - Thursday. A maximum of 15 customers will be allowed in the lobby at one time; and 9 people in the One-Stop Shop service area. In-person services available include Water Billing, Business Licensing, Permitting, ramada and field reservations, bus pass purchases. Passport services will resume at a later phase. 

 City Council Meetings have been conducted virtually since March 23, 2020.  The public may attend meetings in the Council chambers beginning June 1, with the option to continue virtual viewing via Zoom.

The city’s two public libraries will reopen, with modified operation hours.  Only 25 visitors at a time will be allowed into the libraries, and curbside service will continue to be offered.  Library programs will still continue virtually at this time.  Details can be found on the website;

 Parks facilities have been open since May 15 when the Governor’s Stay at Home order was lifted, including the skate park/pump track at Festival Fields, sports fields, and courts. Ramada and field reservations have resumed. Splash Pads at both Festival Fields and Friendship Park are scheduled to turn on May 22. 

 The Avondale City Court will allow for in person proceedings beginning June 1, and continue normal operation hours 7-6 p.m., Monday-Thursday. Face masks or coverings are required of all guests, and employees of Avondale Court, in compliance with Arizona Supreme Court Chief Justice Administrative Order 2020-79.

 Care1st Avondale Resource Center will continue normal operational hours; building occupancy will be managed to accommodate safe physical distancing. 

For the safety of our most vulnerable population, daily in-person programming and transportation operations for participants at the Avondale Senior Center will remain suspended at this time. Home Delivered Meal and congregate meal Brown Bag program (lunch at the Senior Center), are still available.  The Weekly Mobile Food Pantry will remain in effect.

Transit Operations in the City will continue to receive guidance from Valley Metro (  Masks or face coverings are strongly encouraged.  Avondale Zoom will continue to run on the larger 40 ft. buses with front and rear doors. For the safety of riders and operators, passengers will enter and exit using the rear doors, until further notice.  

The health and safety of our community is extremely important to us, and we ask that you be a partner in helping us to return safely. Please stay home if you are sick and follow all CDC guidelines to protect yourself from illness.
